I was supposed to get a parcel from abroad but I couldn't get a parcel as I was out at home at the tme of delivery.

I : I am calling about a parcel. I couldn't get a parcel as I was away.
I: Could you rearrange a delivery, please?
I : Can I arrange the time of the delivery?
because it is better for me to get a parcel in the morning time around 10 O'clock.
I: I waited all day for delivery but he didn't come.
I : It is the fourth call to you. I have called you pretty many times
and I was trying to follow the phone guide but the phone was suddenly cut. Tu Tu Tu....
Anyway, I don't know why the parcel was sent back to the sender even if I booked redelivery.
The phone was very difficult to put through the right person.
I had to say same things to people until I was put throught the right person.
I'd like to know the natural saying about this kind of conversation.

Why was the parcel sent back to the sender, even though I had booked redelivery?
It was very difficult to get put through to the right person on the phone., and I kept being transferred to the wrong section.
