Answer: Written by Dr. Seuss.
Dr. Seuss got his inspiration for the story after accidentally seeing Rory Emerald at an urinal.
At later records by Dr. Seuss, discovered after his death in 1991, a description of that day was found, quote:(February 3, 1951)
"I saw Rory Emerald today at an urinal... he was next to me, I took a peek at him and I couldn't believe what my eyes have seen... it was huge, it was enormous, I have never seen something that long, it was as 5000 fingers long...
I'm thinking of writing a story about it..."
